New builds in Luxembourg: biomass cuts CO₂ by 90 % and protects long-term asset value

Hard carbon figures, the fossil fuel exit timeline, and Klimabonus up to €8,000 — what architects need to plan for from day one.

What do the carbon numbers actually look like for a new build in Luxembourg?

For a 150 m² house with an annual heating demand of ~12,000 kWh, an oil boiler produces roughly 4,200 kg of CO₂ per year. A wood pellet boiler produces around 400 kg. The reason is simple: the carbon released during combustion was absorbed by the tree during its growth, making the cycle carbon-neutral.

This is not a marketing claim — it is a measurable figure that can be included directly in the environmental section of a building permit application.

  • Heating oil: ~300 g CO₂eq/kWh
  • Natural gas: ~210 g CO₂eq/kWh
  • Wood pellets: ~30 g CO₂eq/kWh
  • Reduction vs oil: up to 90 %

When do fossil fuels become a regulatory and financial liability?

The revised EU EPBD (2024) requires member states to phase out fossil heating in new buildings by 2025–2030. Luxembourg already mandates AAA energy class for new residential construction. Specifying a gas or oil boiler in a new build risks failing that rating — and in the near future, it may block access to green mortgage financing frameworks.

European property research consistently shows that each EPC class below the optimum can reduce resale value by 5–10 %. Biomass is one of the few systems that combines low CO₂ output, strong thermal performance, and eligibility for public grants.

EcoDesign EN 303-5 Class 5: how to include it in your permit file

EU Regulation 2015/1189 sets a minimum seasonal efficiency of ≥ 75 % and precise emission thresholds for particulates, NOx, and CO. Any compliant boiler carries CE marking with a Declaration of Performance (DoP) and meets Class 5 of EN 303-5. Pellets must be certified ENplus A1 or A2.

Practical tip: request the DoP and CE documentation from the supplier during the design phase — not at delivery. These documents slot directly into the technical notice of the permit file and prevent unnecessary back-and-forth with the building authority.

  • CE marking + Declaration of Performance (DoP) — attach to the permit file
  • Class 5 EN 303-5: particulate, NOx, and CO emissions within regulatory limits
  • ENplus A1/A2 pellets: certified quality and full supply-chain traceability
  • Collect documents at tender stage — do not wait for site delivery

Klimabonus 2026: what financial return can the project owner expect?

For a new build without an existing system to replace, the Klimabonus 2026 grant is €4,000 for a single-family home — up to €8,000 when replacing an old fossil-fuel system. Add a buffer tank and the grant increases by 15 %. For apartment buildings: €6,000 per dwelling, capped at €40,000. Municipal top-ups are stackable — use the official Klima-Agence simulator to check what is available in the project's commune.

Combining fuel savings, property value protection, and subsidies, the premium cost of a pellet boiler over gas is typically recovered within 5–8 years in a well-designed new build.
