When do you need to exit fossil fuels for a new build in Luxembourg?

EU EcoDesign 2015/1189 has set strict limits for any new biomass boiler since 2020. The revised EPBD now makes zero-emission buildings mandatory from 2030 for new constructions.

Luxembourg's 2023 Climate Law sets climate neutrality by 2040. Designing a new home with an oil or gas boiler today means anticipating value loss and a future mandatory retrofit.

How does the heating system affect property value?

Homes in energy class A or B sell faster and for more than F or G rated homes. Banks now factor energy performance into mortgage decisions.

A pellet-heated home sits in a stable regulatory framework. An oil or gas home faces predictable depreciation: mandatory energy renovation by 2040, eroding green value.

Wood pellets: the financed solution today

In Luxembourg, only wood pellet heating qualifies for Klimabonus 2026. Official amounts, active status:

  • Up to €8,000 for a single-family home (€4,000 without replacing an existing installation)
  • €6,000 per unit in multi-family buildings (cap €40,000)
  • €6,000 in district heating networks (cap €24,000)
  • Bonus: +15% with buffer tank, +€1,000 with thermal solar
  • Communal aids: vary by municipality (Klima-Agence simulator)

What should you plan from the sketch stage?

Three reflexes for architects and project owners:

  • Calculate the actual heat load (kW) to size the pellet boiler correctly
  • Integrate buffer tank (+15% Klimabonus bonus) and silo from the sketch
  • Include Klimabonus and communal aids in the design budget
