EcoDesign 2015/1189 and EN 303-5 Class 5: what does the rule actually say?

EU Regulation 2015/1189 has set, since 2022, the emission and efficiency limits for any biomass boiler sold in the EU. It refers to EN 303-5:2012, whose Class 5 is the strictest level (efficiency ≥ 90%, CO ≤ 500 mg/Nm³, particulates ≤ 40 mg/Nm³).

In Luxembourg, this compliance conditions eligibility for the Klimabonus 2026 and speeds up permit reviews at the commune level.

What must the permit file contain for a biomass boiler?

For architects, three attachments are usually enough: the manufacturer's technical sheet, the DoP, and the EcoDesign compliance attestation. Better to include them from the sketch (APS) stage — a late addition can block the project for several weeks during review.

A full boiler room schematic with pellet storage layout helps the reviewer validate sizing in a single pass.

How to turn compliance into a price argument?

A Class 5 boiler costs more upfront, but the gap is recovered in under five years thanks to the Klimabonus and lower fuel consumption. For the client, this is a strong argument to bake into the early design.

The building gains residual value and is ready for the end of standalone fossil boilers, which strengthens its appeal at resale or rental.

Klimabonus 2026: how much, for whom?

Only pellet boilers qualify for the Klimabonus 2026, up to 8,000 € for a single-family home (4,000 € without replacing an existing installation). The +15% bonus with a buffer tank and the +1,000 € flat bonus with solar thermal add on top of the base grant.

Stacking with municipal grants is allowed but varies from one commune to the next — the Klima-Agence simulator is the fastest way to check eligibility.
