How the EU regulatory timeline and Klimabonus 2026 reshape the heating choice at the design brief stage — and what it means for resale value.

Why does fossil heating already cost the owner money?

Luxembourg is aligning with the EU energy transition: out of oil and gas by 2040. For the client, this is no longer ideology — it is a resale variable. A property still heated by oil in 2030 will lose ground each time a new regulation tightens, from the CPE label to potential exclusion zones.

On the permit side, alignment with EU standards already bites. EcoDesign (EU 2015/1189) and EN 303-5 Class 5 are not aspirations — they are the criteria the administration uses to sign off a biomass heating file.

What does the 2025-2030 regulatory calendar actually change?

Three milestones press on the design decision: the continuous update of the energy performance certificate (CPE) that penalises fossil fuels, the strict application of EcoDesign 2022 that keeps non-Class 5 boilers out of the market, and the national trajectory that channels grants toward fossil-free projects.

For a new build, picking biomass in 2026 locks in 20 years of compliance; choosing gas already triggers additional justifications in the permit file.

  • EcoDesign 2022: NOx, CO and PM capped for every biomass boiler under 1 MW (EU 2015/1189).
  • EN 303-5 Class 5: efficiency ≥ 90 %, strictest emission ceilings, mandatory for CE marking.
  • CPE 2030: A++–G labels, with oil and gas consistently falling in D–G for new builds.

Carbon balance in numbers: pellets vs oil and gas

One kilogram of ENplus pellets releases around 0.04 kg of CO2 eq per delivered kWh, against 0.30 kg for gas and 0.33 kg for oil — ADEME publishes these orders of magnitude. For a Luxembourg home using 20,000 kWh of heat per year, that is roughly 5 to 6 tonnes of CO2 avoided annually versus oil.

Wood is local and renewable — the imported fossil fuel the transition is meant to displace.
