Pellets vs oil carbon footprint: permits, EcoDesign and Klimabonus in Luxembourg
Carbon comparison pellets vs fossil heating, EcoDesign + EN 303-5 Class 5 permit dossier and Klimabonus 2026 for architects and developers on new-build projects in Luxembourg.
What is the carbon footprint of a new build: pellets or fossil?
For a 150 m² new home with 18,000 kWh/year heating demand, expect 5–6 tonnes CO₂/year on heating oil versus 0.5–0.7 tonnes with ENplus A1 pellets (ADEME source, full lifecycle including transport). The gap comes from the upstream fossil chain, not the boiler room.
ENplus A1 certified pellets guarantee ≤10 % moisture and controlled ash quality — essential for on-site emissions. At sketch design: allocate silo space (min. 2×2 m), flue diameter and a buffer tank before locking the installation layout.
What must the building permit dossier include?
EU EcoDesign Regulation 2015/1189 sets minimum efficiency and emission thresholds for every biomass boiler placed on the European market. The permit dossier needs: manufacturer conformity declaration, energy label (min. A+) and EN 303-5 Class 5 certificate.
EN 303-5 Class 5 requires ≥89 % efficiency (automatic boiler), CO ≤500 mg/m³ and particulates ≤40 mg/m³. Without these documents, the owner risks Klimabonus rejection and an administrative compliance check.
- EcoDesign conformity declaration (Regulation 2015/1189)
- Manufacturer EN 303-5 Class 5 certificate
- Energy label A+ or better
- Installation plan with silo, buffer tank and flue sizing
When does leaving fossil fuel pay off for property value?
The EU trajectory pushes building stock decarbonisation: new builds without primary fossil heating sell and finance more easily. An oil or gas project locked into the plant room risks a costly, unsubsidised retrofit in 10–15 years.
In Luxembourg, only pellet boilers qualify for Klimabonus 2026 — not log or chip systems. A fossil new build forfeits this grant and competes poorly against biomass projects eligible for up to €8,000 in state aid.
How to secure Klimabonus from the design phase?
Klimabonus 2026 grants up to €8,000 for a single-family home (€4,000 without replacing an existing system), €6,000/dwelling in multi-family buildings (€40,000 cap) and €6,000 on district heating (€24,000 cap). Bonuses: +15 % with buffer tank, +€1,000 flat rate with solar thermal.
Municipal grants vary by commune and stack with state Klimabonus — some communes offer nothing. Check aides.klima-agence.lu. At sketch design: plan lorry access for silo filling, three-phase supply for the auger and ≥1.2 m clearance in front of the boiler.
- Pellets only — never logs or wood chips
- Buffer tank = +15 % Klimabonus grant
- Solar thermal = +€1,000 flat rate
- Municipal grants: variable, simulator at klima-agence.lu
