Should a new-build project still plan fossil heating?

No. In Luxembourg, new oil boiler installations have been banned since 2022. At sketch stage, the real question is which renewable heat package clears permitting without a late redesign.

Lock early: EN 303-5 Class 5 pellet boiler, pellet store volume, flue routing and plant-room footprint. That prevents the costly loop of revised plans, permit queries and site rework.

Building permit: what compliance evidence do you need?

EU EcoDesign Regulation 2015/1189 sets minimum market requirements for biomass boilers. For the permit file, include EN 303-5 Class 5 proof, the manufacturer's energy label and ENplus A1 pellets in the specification.

On drawings, show store location, delivery access, safety clearances, condensate and ash routes. These details trigger most first-round permit comments.

How does the heating choice affect asset value?

Buyers now weigh running costs and regulatory exposure, not floor area alone. Fossil heat in a new build reads as future liability: tighter lending, longer due diligence, upgrade risk.

A documented Class 5 pellet plant de-risks resale and handover. Klimabonus lowers upfront capex without compromising architectural quality — if sizing and plant room are settled early.

Klimabonus and municipal grants: time the decision right

Klimabonus 2026 covers pellet boilers only. Pure new build, no replacement: up to €4,000. Replacing fossil equipment: up to €8,000.

Run the official simulator before freezing the brief: municipal grants vary — some communes offer nothing, others stack on top of state aid.
