Why does EcoDesign 2022 change the rules for your permit file?

Since January 2022, any new biomass boiler placed on the EU market must comply with EU regulation 2015/1189 (EcoDesign). In Luxembourg, this text now anchors both permit review and Klimabonus eligibility.

For the architect, it is the new technical baseline to lock in at the design stage. Without it, the grant file is refused outright — and the building permit can be challenged on energy performance grounds.

What should you specify at the design stage for a compliant pellet boiler?

Three lines secure the spec: EcoDesign compliance (EU 2015/1189), EN 303-5 Class 5, and ENplus A1 pellets. This guarantees that the emission values shown on the data sheet stay valid on site.

  • Wide modulation range (e.g. 4–25 kW) to limit short cycles in shoulder seasons
  • Efficiency ≥ 90% (EN 303-5 Class 5) and compliance with the EcoDesign seasonal threshold
  • Emissions (CO, NOx, OGC, dust) below current EcoDesign limits
  • Buffer tank ≥ 20 L/kW to trigger the +15% Klimabonus bonus
  • Pellet silo sized per EN 303-5 (draft, ventilation, delivery access)

Which documents must the permit file include?

The administration and Klima-Agence check consistency across pieces. A missing document blocks both the permit and the grant at the same time. Here is the short list.

  • Manufacturer data sheet stating EN 303-5 Class 5 and EcoDesign EU 2015/1189
  • Sizing note (heat losses, demand, modulation range)
  • Pellet silo and boiler room layout (ventilation, access, fire safety)
  • Hydraulic scheme with buffer tank
  • Commissioning certificate and combustion report (post-installation)

EcoDesign / EN 303-5 Class 5 is not just an admin box: it is the gateway to Klimabonus 2026 and to communal aids. Without it, no grant — and the biomass payback stretches by several years.
