Biomass district heating for an eco-district in Luxembourg: the right method from the design stage
How to design a biomass district heating network for an eco-district in Luxembourg: Klimabonus 2026, standards, sizing and municipal aid.
Why a biomass district heating network for an eco-district?
A biomass heating network pools one wood-pellet boiler to feed several buildings through insulated pipework. At the scale of an eco-district, this setup splits the heat bill per home and decouples it from gas and oil price swings. For architects and project owners, it is also a strong argument when dealing with public authorities and developers.
Klimabonus 2026: what does a heating network get?
In Luxembourg, the Klimabonus 2026 subsidises wood-pellet boilers — logs and wood chips are not eligible. For a heating network, the aid can reach €6,000 per home, capped at €24,000 in total. On top, a +15% bonus is granted if a buffer tank is included, plus a flat €1,000 if thermal solar is integrated. Municipal subsidies are variable: some communes stack them with the state Klimabonus, others offer nothing — the Klima-Agence simulator sorts it out in minutes.
- Up to €6,000/home, €24,000 cap
- +15% with buffer tank
- +€1,000 with thermal solar
- Municipal aid: variable, via Klima-Agence simulator
EcoDesign and EN 303-5: what to lock in at design stage?
EU Regulation 2015/1189 sets minimum emission and efficiency thresholds for any biomass boiler placed on the European market. The EN 303-5 Class 5 standard completes this framework for solid-fuel boilers. From the design stage onwards, require Class 5 compliance and ENplus certification of the pellets — these are the two guarantees of performance, longevity and subsidy eligibility.
Three design-stage reflexes for a reliable network
First, size the buffer tank at 30–50 L/kW to smooth load swings between buildings. Second, contract ENplus pellet delivery with a local supplier to secure supply for 15–20 years. Third, fold municipal subsidies into the early design — some communes double the state Klimabonus, others grant nothing, and the Klima-Agence simulator shows it instantly.
- Buffer tank: 30–50 L/kW
- Contractual ENplus pellet supply
- Stack municipal aid from day one
