Why target above 70 kW on a tertiary site in Luxembourg?

Above 70 kW, biomass is no longer just a heat source — it becomes combined heat and power, generating electricity too. On tertiary sites (hospitals, schools, hotels, light data centres) and industrial sites (food processing, wood, paper), the year-round heat baseload easily exceeds this threshold.

That continuous baseload is what justifies the investment: two revenue streams instead of one. In Luxembourg, the framework is strict — EU Regulation 2015/1189 (EcoDesign) sets emission and efficiency limits, and EN 303-5 Class 5 remains the benchmark for combustion quality.

How to integrate biomass CHP from the early design stage?

Golden rule: size the CHP to the annual baseload, not to peak demand. The backup system (gas, oil, district heat) takes over when demand exceeds that floor. For a new build, this means mapping monthly heat curves (process + heating + domestic hot water) from the early design stage onward and identifying the share running more than 4,000 hours a year.

Three numbers must be locked in early: baseload kW, buffer-tank volume (20–30 L/kW), and target annual coverage (70–85% in most cases). Without them, the technical file cannot compare scenarios or defend a budget with the client.

Which design-phase reflexes secure the project?

These four points must appear in every concept file from the first sketch onward.

  • Size to baseload, not peak: cover at least 4,000 h/year to stay profitable.
  • Specify ENplus pellets: stable quality, guaranteed calorific value, less ash and maintenance.
  • Plan a 20–30 L/kW buffer tank: it smooths combustion, extends cycles, and unlocks the +15% Klimabonus bonus where eligible.
  • Design the silo from the early design stage: volume, truck access, suction lines — an undersized silo chokes operations from year two.

What financial support exists in Luxembourg?

The Klimabonus 2026 mainly targets wood-pellet boilers. If the CHP feeds a heat network (several buildings or companies), the aid reaches up to €6,000, capped at €24,000. The buffer-tank bonus (+15%) and the solar-thermal flat rate (+€1,000) stay available when the project includes them.

For a purely industrial site without third-party heat distribution, eligibility varies case by case — no subsidy is automatic. The official Klima-Agence simulator returns a first verdict in minutes. Municipal aids are cumulative with the national one when they exist, but they vary from one commune to the next.
